As separatists in Ethiopia disarm, a new chapter for D.C.’s Oromo community

April 1, 2012 (Washington Post) – On a windy Saturday afternoon at a small Petworth cafe, Taha Tuko orders a round of celebratory macchiatos for three of his countrymen and tells them their 38-year armed struggle for secession from Ethiopia is over — fighters back in Africa have laid down their arms.
The dream of an independent Oromia long cherished by Tuko and other Oromo Ethiopians might never be realized. Their revolution is being repurposed with a new goal: uniting with other Ethiopian opposition parties in the Washington region against the regime of Prime Minister Meles Zenawi, which they all accuse of being autocratic and corrupt.
“The violence is over, and this is good news!” insists Tuko, the Washington region leader of the now retooled Oromo Liberation Front (OLF), one of the factions that fought for an independent Oromia. “But our mission is no longer for independence. We’ll be one with the Ethiopian community now. Both back home and here in Washington.”
Washington is home to an estimated 100,000 Ethiopian immigrants — the largest concentration in the United States — including ethnic Oromos such as Tuko, from central and southern Ethiopia, as well as a half-dozen other ethnic groups, such as the Amharas from the eastern and central highlands and the Tigrayans from the northern highlands.
But what happens to diasporas of this kind when a revolution or a political movement dies? Does everyone just go out for coffee, become friends, start working together? Sometimes. Older political factions from Washington’s Salvadoran diaspora, for example, still come together every year to honor the end of the Central American country’s civil war 20 years ago because it was so powerful in uniting the community here.

The Oromo countrymen, a cook, a cab driver and a teacher, pull off chunks of injera, Ethiopia’s crepelike flatbread, and use it to sop up a traditional lunch of goat and vegetables, washing it down with the customary glass of milk. The Georgia Avenue cafe is called A Land of Medicine, after an Oromo city. Grainy Oromo music videos play on a beat-up television — flashing images of Oromia’s lush barley- and coffee-growing regions — as each of Tuko’s guests share harrowing stories about friends and relatives hauled off to jail in the middle of dinner or found dead after being assaulted. Oromos, 50 percent of whom are Muslim, are Ethiopia’s largest ethnic group, and the men and women talk about religious persecution and attempts to limit their political power in the majority Christian Ethiopian Orthodox country.
The OLF, one of the world’s long-running insurgent groups, was so active in Washington that it had offices in a Takoma Park bungalow, a U Street rowhouse and a commercial building in Petworth that now has a “For Rent” sign out front. The group organized Howard University political rallies, functions at Oromo churches and mosques and high-level meetings with Congress — even a Miss Oromo-North America beauty pageant.
Those events will continue, Tuko promises the crowd, just with a different spin.
“We still want to keep our identity as Oromos. But it’s also about healing and working together now,” he said. Tuko has been spreading a similiar message in Oromo diaspora communities across the United States, holding lunches like this one in places such as Dallas and Houston as part of the OLF’s so-called “Oromo Unity Train.”
Or in the joking words of radio host and political satirist Abebe Belew:
“You’ve heard of the Arab Spring, as this awakening to revolution? Well, this is our Ethiopian Winter because of the dropping of secession. But soon it’s going to be much bigger than the Arab Spring, because our biggest breakaway group wants unity and they will join forces against the current government,” said Belew, who is known as a sort of Ethiopian Jon Stewart.
“It will change Ethiopia and it will change Washington.”

Tuko and other Oromos would correct you if you called them Ethiopian. There are youth groups for Oromo college students, Oromo cultural festivals and Oromo Singles, a dating Web site.
“On U Street, other Ethiopians would call us by an ethnic slur outlawed in Ethiopia and used to mean, you are ‘an ignorant peasant,’ ” said Misra Ibrahim, 37, a cook who was eating lunch at the cafe when Tuko and other Oromos began to discuss the movement’s new focus. Her brother was killed in the fighting in 1995.
“They don’t know how much that hurt, and worse was the fact that the word was being used in Washington,” said Etena Shuremu, a 37-year-old Oromo teacher, who said he was relieved the separatist fight was over. “I’m really proud I’m an Oromo. But I think it’s time to work together, get some attention, run some candidates against the current ruler. Then we can see.”
This could mean big changes and small, both in politics and daily life. Oromos could unite with other Ethiopian opposition parties, which are increasingly critical of the regime. It could also affect Washington’s taxi companies: the Pleasant Cab company is largely Oromo, while Welcome Cabs’ drivers are mostly Tigrayans, the ethnic group to which the prime minister belongs.
“It will take time to build trust, but it’s going to happen because a secessionist movement feels so old-fashioned right now,” said Belew, who is an Amhara and works as a cabdriver to subsidize the show he hosts on Centreville-based WTNT (730 AM). “Plus, the mood in the diaspora in Washington is that everyone wants to try to overthrow the current government by themselves,” he said with a wry chuckle. “Now they can all work together, including some Tigrayans who also oppose the prime minister and his policies.”
Wahid Belay, a press officer with the Ethiopian Embassy in Washington, said the OLF was labeled a terrorist group by his government because of its use of violence. “If they are committed to being a part of the system, then it’s encouraging,” he said, adding that any criticism of the administration as undemocratic was unfounded.
There are small Oromo separatist factions remaining; Africa analysts say they are highly disorganized because of in-fighting, but they could resurrect a resistance movement in the future.

History has not been kind to the Oromo people, whose complaints of subjugation date back to the last quarter of the 19th century, when they were colonized by the armies of Ethiopian emperor Menelik II, said John Harbeson, an African studies lecturer at Johns Hopkins University’s School of Advanced International Studies.
Despite being the largest ethnic group in Ethiopia, they have felt culturally and politically oppressed ever since, and their lands have been occupied by politically dominant northern groups. The present ruling party coalition is led by Tigrayans, who make up only about 6.1 percent of the population, Harbeson said.
But a recent sweep of arrests by the government has weakened the Oromo rebel movement, Harbeson said. Worried about that the Arab Spring uprising in nearby northern Africa would become an Ethiopian Spring, the government cracked down by sending tanks out to the center of OLF opposition, and preemptively arresting as many as 200 Oromo leaders, he said. (Human Rights Watch reported on the government’s arrests of Oromo leaders and says the Ethiopian government labels the movement a terrorist one as an excuse to silence all opposition.) The government disputes the arrests.
“At this point, it doesn’t surprise me at all that Oromos may see an opportunity to get to where they want to go by means other than low-level violence,” said Harbeson, who noticed the trend when the Oromos joined with other opposition parties during the 2010 election to collaborate against the unpopular ruling government. “It will be interesting to see if this collaboration will last.”

Washington is home to Little Addis, the lively strip around Ninth and U streets NW that’s lined with Ethiopian restaurants as well as African nightclubs and clothing stores. But what’s lesser known is Little Oromia, a far smaller stretch of Georgia Avenue in upper Northwest, near Silver Spring, where many of the estimated 10,000 Oromo Ethiopians who live throughout the region come to pray in a busy mosque and an Oromo church. They also talk politics at several small Oromo coffee shops, which sell Oromo-language music videos and books along with coffee beans from the region.
Nearby, the Oromo Community Organization runs a neighborhood center that hosts Oromo history workshops, computer training for recent refugees, dances and other events, said Tsegaye Gelgelu, director of the center, who added that whether or not there is a movement for an independent Oromia, “No one wants their identity eroded. There will always be a Little Oromia.”
Tuko wants that, too.
He spends his weekdays working in a legal office assisting lawyers. But he spends his weekends as a newly branded Oromo political organizer, working to get the word out about the OLF’s new agenda. He recently spoke at a symposium on the subject in the ballroom of the Sheraton Hotel in Arlington that was attended by more than 500 people, including Washington representatives of other opposition parties.
Then as now, his audience was not quite convinced that the shift in agenda is cause for celebration. Abdulla Hussein, one of Tuko’s lunch companions, was jailed for six months for his separatist political views in 1988, escaped to Kenya and made his way to Washington three years ago. “My 8-year-old daughter overheard me talking and recently asked me, ‘Daddy, is there no country known as Oromia anymore?’ ” Hussein, 40, said with a sigh. “We will have to explain there’s no such place. We are Oromo Ethiopians now.”
Hussein heard about the end of the secessionist dream on Facebook, so he appreciates that Tuko is willing to spend face time explaining the change.
Tuko lost two brothers in the conflict and used to protest for an Oromo homeland in front of the White House every few months, wearing an Oromia T-shirt.
To ease his companions’ disappointment, Tuko brings out some keepsakes of the movement, which he said helped build a strong Oromo American identity and preserve the Oromo language for future generations. He shows Hussein and Ibrahim booklets from a recent Oromo summer festival in Washington along with an Oromo history textbook. It’s called “Tears of Effort,” and it recounts the melancholy story of the Oromos’ resistance to cultural obliteration and fight for a homeland of their own.
“Maybe it needs a final chapter and a happy ending,” Tuko says. “That’s what we hope for.”

The limitless reasons which Abysinian (Amhara+Tigrean)colonialists raise to discourage the struggle of Oromia, Ogadenia and others for independence is unacceptable, illogical and rubish. I wanna to explain more.
1. About half-casts:
The fate of those individuals which are born from parents coming from different ethnic groups is addressed in the same way as similar practices across the globe. Ogadenia, Oromia and others are not the only nations to struggle for independence. Many nations have overthrown their collonialists and got their independence. In those cases too, there were inter-ratial or inter-ethnic marriages between colonizers and colonies.
2. Change of Political Program
It is not the first time for Abysinians to form a pseudo political organization for Oromos. They have done it time and again. For example TPLF has formed a pseudo political organization called OPDO for oromos. This organization is currently working as a TPLF army residing in Oromia contrary to its name. The so called New OLF is deliberately formed by an Amhara political group called Ginbot 7. But all such deceivings havenot worked and will not work. We, oromos, know very well which political organization is struggling for us and which is not. We donot need any lecture from any body.
3. The Case of South Ethiopia
Another argument neftegnas/habeshas/Abysinians raise to confuse oromos is about the fate of South Ethiopians after independence of Oromia. My answer to this silly question is: the cause for which oromos struggle is also prevalent in Southern Ethiopian People. Neither Abysinians nor oromos have have the right to decide on the fate of southern Ethiopians. How Southern Ethiopians continue life after the independence of oromia is decided by Southern Ethiopians themselves, not by Amharas. On the top of that Abysinians must know that the cause that leads oromia to independence is also prevalent in South Ethiopia.
4. On OLF Achievements So far
Another nonsense argument Abysinians try to use to frustrate oromo nationalists is about the length of time it has taken OLF to achieve its goals. They usually describe that OLF has to stop fighting as it has fought for 40 years with no gain. Why Abysinians are worried for the failure while oromos are not? The truth is that they are worried by the achievements of OLF so far, not by the failure. OLF made oromos to be proud of their language, identity, culture, unity. OLF made oromo political problems recognized by the international community. Though, the main goal of OLF is yet to be achieved,it has already done a multitude of good things for its people. Whether it takes 40 years or more, freedom is better than slavery. So OLF and the oromo people will never surrender its struggle due to the number of years it takes to finish the job. I am truly surprised that a reporter of your stature (associated with Washington Post and based in Nairobi – so close to Oromia and Oromo politics – at one time) would scribble such a one-sided “report” when you should know that there is more to Tuko’s story. For anyone who knows enough about the Oromo people and their politics, it is very easy to see that you lack the requisite knowledge to report on the subject. As a journalist, you have not done your homework and consequently you have failed to give your readers a balanced story of the issue you attempted to report on.
First, no reporting about the OLF can be complete without informing your readers of its various factions and the differences among them. Had you done your homework, you would have discovered that Tuko’s faction joined the Oromo struggle very recently in 2006 when their leader Kemal Gelchu “defected” to Eritrea having fought all his life for the former military government and the current Tigray dominated Ethiopian regimes and against the OLF. Tuko’s boss, Kemal Gelchu, has worked all his life to eliminate the OLF and the Oromo people’s aspiration for an independent homeland. For many years before his “defection” to Eritrea, Tuko’s boss led Ethiopian armies against Oromo Liberation Army but failed miserably. According reliable reports, Tuko’s boos is an agent of the current Tigray dominated Ethiopian government who was sent to ensure the destruction of diaspora opposition groups, including the OLF, against Meles Zenawi’s government. It is ironic that Washington post, one of the best news papers I used to love would post this kind of distortion stories without knowing the true’s to it. 1. Where did I say judge oromos by where they born? by thier religion? I too dont judge oromos by where they born and what religion they follow? Even I support inter-religious marriage if oromummaa and love is stronger than religious tie. I my self is is such type of mariage. I am christian and my wife is muslim.
2.I have no problem with any oromo who is struggling for the oromo cause. I appreciate any oromo who is struggling for the selfdetermination of Oromia. It is this point which makes Kemal different from Daud. Kemal and his entourages (Group 7) have announced that they decided to quit from the struggle of selfdetermination while Daud is determined to struggle for the selfdetermination of oromia. Therefore the Group 7 is no more different from OPDO. Even OPDO is better than Group 7. At least OPDO accepts Article 39 and ethnic based federalism. It is the change of the political program that makes be to hate Kemal and his pubbet/pseudo organization. It’s disgraceful Oromo struggle has fracture at this historical juncture. In Ethiopia, being Oromo is almost being criminal or ‘terrorist’ in current term. If one goes to administrative functionaries for a purpose, s/he will be interrogated and imprisoned. The struggle would have had single goal and unified forces to fasten the end of the repression of the people.
The difference emanates from misunderstanding the causes of Oromo struggle. We’ve to look back at history, visualise the gallant days of our forefathers and the way it ended. Is it acceptable or not? Next, we’ve to ask what we need: Only Power or reversing subjugation? If we have clear answer for this question we can choose our direction easily. Imagine, this is politics and your answer must not satisfy only you as individual or group but it has to be powerful enough to ignite people along your side. A question which a kid raised and looks like naive is not actually naive! Indeed, it’s fundamental!
If we are with the above issues, having a name for our political outlook and devising ways in which we can achieve our goal does not trouble us much. But as far as I realise, some of the so called factions have little understanding of this and look like more hot-tempered than real politicians. This only incurs futility.

When told the truth, it has been a trade mark of Shanee to label it Amahara or Habasha. This shows how bankrupt you are in terms of reasoning. You are suffering from integrity and reputation deficit. This has caused break down to all your argument and communication with Oromo masses. The authenticity of any communication hinges on the credibility of the sources. That credibility you have lost it so many years ago.Except those who worship individuals, you have image crisis.
Except those who are mad or bent on conspiring against our struggle, who in his right mind support Daawit Ibsaa who produced no strong organization but faction after faction and gantuus after gantuus?. Who support somebody whose leadership many senior Oromo fighters run away from either to Wayyaanee or foreign countries?Who in his right mind support somebody who brought OLF down to where it is today than it was 10 years ago.Who support somebody, who disarmed WBO in western Wallaggaa in 1997 due to which very brilliant and committed member of Central commit who was in the field with WBO and many senior WBO commanders like Kabaa Gaaddisaa, Sanbatoo Geessisaa, Ibraahiim Saddiiqaa,Gabruu, Hajjaaq, etc abandoned the struggle.I remember when due to this action of Daawwit many refused to eat and drink for one week and many tried to commit suicide.Since he called him self Hayyu Duree, how many members of his group abandoned him?Why can’t this be not question for you,Are you engaged in the highest level of conspiracy of ” Sobi jaji dhaqee haa du’u?”
Lastly, in terms of kaayyoo, there is no difference between, Kamaal Galchuu, Marara Guddinaa, Bulchaa Dammaqsaa and Daawwit IBsaa. To know whether what I’m saying is true or not , go and read political program of these people’s organization.I am strongly convinced that those who support Daawwit Ibsaa’s faction OLF are Wayyaane spies who want to see Oromo struggle defeated through conspiracy of supporting the weakest self proclaimed leader of OLF faction.

The reality is that the existing government of Ethiopia has got good foreigners political advisors who can play modern African style hide and seek game politics. So the real OLF leaders who have been struggling for the frredom of human rights and peoples interest hasn’t made an agreement with the Ethiopian government and demolished their 50 years freedom question; am really sorry for the conclusion written on washington post. We are fade up of false built news in Africa and we don’t want to see same paper in the blessed land where rules and regulations lead all human being.
So please before yu post such burning issues try to get the reality. We have lost thousands of our sisters and brothers but could never succeed because of lack of a good neighbour country who can supply us weapons through the pacific and indian ocean. In Africa the tribe or the group who got a chance to shake a white peoples hand will get weapons first and can kill whatever they like and be a leader. That is the fact.

One can understand from all the above arguments that the Ethiopian politics is nothing without addressing the Oromo causes. One has to genuinely address the issue otherwise Ethiopia’s politics continues to be sum of zero game. One can not manipulate the Oromos from now on as millions of Oromos are aware of their history and their human and political rights, thanks to modern education, technology and communication. One has to understand the prevailing situation in Ethiopia in general and in Oromia in particular. The “Qubee generation” can not be easily fooled by Habasha old history. You diaspora Habashas please come and investigate the level of awareness of Oromos in towns and rural areas of Oromia. The time for deciding on behalf of Oromo has already passed. Do not cry but better to understand the reality. Do not also forget that the victory for African National Congress (ANC) of South Africa took 80 solid years which celebrated its 100 years some months ago. It is a matter of time as well as global and Regional political situation which has influenced the Oromo struggle but thanks to OLF either Oromia shall be free or Oromos may prefer to live with other Ethiopians based on their voice of self determination.
